Description
The Country Health Information Systems and Data Use project (CHISU) will support the strengthening of Indonesia’s leadership and governance to better manage health information systems and address health priorities, gaps and challenges. In particular, CHISU is expected to work with stakeholders such as the Ministry of Health (MOH) and its units, namely Center for Data and Information (PUSDATIN); Digital Transformation Office (DTO); Center for Health Financing and Health Insurance (PPJK); Directorate of Family Health (Kesehatan Keluarga); Sub-Directorate Tuberculosis; and Human Resources for Health Directorate (BPPSDMK); as well as other ministries, agencies and USAID Implementing Partners, to generate and use available, high-quality information to support evidence-based decision-making in order to improve health outcomes. CHISU will focus on supporting the activities being pursued in the 6 pillars of the Government of Indonesia’s Ministry of Health Transformation in collaboration with Pusdatin and DTO, which include Health Financing, Primary Healthcare, and Referral, among others. CHISU will also coordinate the various HIS strengthening efforts with the relevant USAID/Indonesia projects and development partners to encourage a harmonized response to the HIS challenges in Indonesia.
The Country Health Information Systems and Data Use project (CHISU) is intended to contribute towards the progression of the national health information system by strengthening the ecosystem to generate and use available, high-quality information. CHISU will enhance capacity in the areas of HIS Leadership and governance; data architecture, management, and security and system interoperability; system utilization rates, data availability, and reporting; and also human resource capacity to use health data. This will support evidence-based decision-making in the core function of the health system in improving effective service coverage and improve Maternal and Newborn Health (MNH) and Tuberculosis (TB) outcomes.
There are several objectives which include:
1. Enhanced governance systems, organizational structures, human resource capacity and processes to improve efficiencies in the HIS
2. Improved quality, security and analytics of health data
3. Improved interoperability between systems in the health sector
4. Increased integration of private sector data into the national HIS
5. Adoption of standards, methodologies, and approaches that translate and use data to inform decisions
6. Institutionalization of fundamental mechanisms and processes for effective utilization of the HIS
RESPONSIBILITIES
Scope of Work
The consultant will provide the development and implementation of operational data stores, data marts, data warehouses, and data lakes. The consultant will collaborate with Center of Data and Information Bureau, MOH in regard of improving coordination and provide technical assistance on the use of information technology to achieve digital transformation of the Ministry of Health
Detailed Tasks and/or Expected Output
The detailed tasks include:
1. Overview technology development of Maternal and Newborn Health (MNH), Tuberculosis (TB), Financing and Health Insurance (PPJK), HIV, and Supply Chain outcomes;
2. Leading technology teams and creating technology strategies for the development in Digital Transformation Office
3. Monitoring management of all hardware, software, databases, and licenses.
4. Determining systems and technology in digital transformation.
5. Reviewing products or systems to determine their potential value to the company.
6. Staying abreast of digital trends and understanding how they can impact.
7. Ensuring technological processes follow federal guidelines for privacy and security.
8. Creating documentation and work management
QUALIFICATIONS
1. Bachelor of computer science, computer engineering, IT, other relevant disciplines. Master Degree will be a plus
2. Minimum 7 years of software development and integration experience.
3. Managing the company’s overall technology roadmap, overseeing the process of implementing new technologies, maintaining networks, and securing data.
4. Ability to drive program execution along with the MoH staff of various capacities and backgrounds.
5. Interpersonal skills suitable for teamwork, as well as for fast moving, highly demanding, bureaucratic environments and decentralized systems.
6. Responsibility is to cull through the new technologies and decide which of them best align with company goals.
7. Excellent written and oral communication skills in Indonesian and English.
