The Finance and Accounting Officer assist the Finance Manager in all aspects of financial management and project accounting. He/she will ensure that financial transactions and processes accounting according to the Generally Accepted Accounting Principles (GAAP) and the SINAR Project Financial Management Manual. He/she must also follow and comply with all relevant USAID and local Indonesian government policies, procedures, and regulations. Responsibilities:
Verify the billing statement or invoice from vendor, local subcontractor, consultants and expense reporting by the staff (travel expenses, cash advance settlement) and ensuring that all required supporting documents are accurate and complete.
Prepare the payments voucher/disbursement bill and entering all financial transactions in QuickBooks and ensuring expenses to charge to appropriate GL Code and CLIN it accurate and timely.
Process all bank payments (electronic payment) through online banking system, ensuring that proper support documents is included and that payment transactions obtain authorization in alignment with SINAR standard procedures.
Accountable to support responses to quires on the status of payment/accounts/expenditures/ obligations and resolve any discrepancies.
Record advance and acquittal, maintain and updates advance logbook and send reminder/notices to custodian related time of overdue advance settlement.
Support the Finance Manager in monitoring and reporting petty cash managed by Finance Assistant, which include:
Review the petty cash transactions for compliance and accuracy.
Assist the Finance Manager to prepare closing of accounting transactions of each month and provide the electronic files (scanned documents) of all financial transactions for completing the monthly imprest package to upload into Egnyte.
Assist the Finance Manager to produce various management report.
Assist the Finance Manager in monitoring and contact to the project partners on financial matters.
Assist the Finance Manager to handle Indonesian taxation, which include:
Prepare and made tax payment to tax authority on a timely basis each month.
Compile and archive documents of monthly tax return
Under the guidance of the Finance Manager, take lead proactively processing VAT exemption as per USAID’s SOP. Initiating the request letter to USAID, GOI Technical Counterpart Agency, Ministry of State Secretariat, and Tax Office and ensuring its VAT exemption trackers is up to date and maintain all related files, approval and relevant correspondence.
To maintain and responsible of the project’s financial documentation and accounting filing systems, both physical and electronic, ensuring all vouchers are in order, complete, correct, have bank slips and other required supporting documents attached and scanned completely.
Ensure the maintenance of an accurate and up to date project fixed asset register.
Perform other related duties and functions as assigned.
Bachelor’s degree in Accounting/Finance or equivalent with related field.
Have 3-4 years of professional experience in finance and accounting or financial management.
Experience in financial management of USAID Project and knowledge of USAID operational policies and procedures (ADS) preferred.
Knowledge of Indonesian Financial Accounting Standards (IFA), Generally Accepted. Accounting Principles (GAAP), Indonesian Tax Laws and International Financial Reporting Standards (IFRS).
Experience with enterprise accounting software (QuickBooks is a plus).
High level attention to detail and accuracy.
Ability to work effectively, shifting priorities and meet the deadline.
Advance skill in Microsoft Office application.
An energetic, forward-thinking and creative individual with high ethical standard and appropriate professional image.
Fluency in English and Bahasa Indonesia.
Valued but not required KSA’s:
Familiarity with USAID procedures and practices is preferred.
