To ensure Community-Based Surveillance (CBS) sustainability process, in 2021, International Federation of Red Cross and Red Crescent Societies (IFRC) and Palang Merah Indonesia (PMI) supported and collaborated with the Coordinating Ministry of Human Development & Cultural Affairs (Kemenko PMK), National Board for Disaster Management (BNPB), Ministry of Health (Kemenkes), Ministry of Agriculture (Kementan), Ministry of Home Affairs (Kemendagri), Ministry of Villages (Kemendesa), and several other ministries and bodies to jointly develop a Roadmap for Strengthening CBS Implementation in Indonesia. This roadmap aims to provide guidelines for ministries, agencies, local governments, village governments, and partners in increasing synergy, cooperation, and collaboration in planning, drafting, implementing, and evaluating policies to strengthen community-based surveillance. As part of the roadmap implementation, in the first semester of 2022, the Government initiated the process of developing drafts for CBS national regulations at national and sub-national levels and the draft for CBS technical guidelines involving PMI and IFRC in the process. As part of the commitment, PMI has also developed a robust information system to support the reporting process for CBS implementation nationwide, as well as the training curriculum that could be a reference for the Government to arrange the training for the volunteers and supervisors. The next phase is to finalize & legalize the documents of regulations, guidelines, and reporting system to enable the further process of nationwide resource mobilization and implementation.
PMI is committed to supporting CBS Roadmap implementation, collaborating with the Government, and fulfilling its essential role as an auxiliary to the Government. The alignment with PMI strategy and PMI resource mobilization is a vital and integral part of the advocacy for the sustainability process. As part of the strategy, IFRC will hire a National Consultant to manage and facilitate the coordination and communication process between parties involved in the clusters and facilitate the technical processes to ensure the smooth roadmap implementation.
In continuation of the CBS roadmap implementation under collaboration with Kemenko PMK, BNPB, and other ministry agencies, we (IFRC and PMI NHQ) seek professional expertise to support high-level advocacy with multisectoral partners through consultancy work. Detailed expected deliverables of consultancy tasks are:
