Our Business Group is a leader in wireless mobility networks and associated services. With more than 3.500 patent families essential for 5G we have a strong 5G portfolio and are a front runner in open and virtualized radio access networks (O-RAN and vRAN).

Site Engineering & Quality vertical within Market Services LDO organisation is accountable for provisioning of competent resources for starting-up and delivering following services in projects, Site Acquisition and Permitting, Civil Works, Site Engineering, and Telecom Implementation.

SE&Q Vertical resources additionally supports MU level Deploy and Transformation programs e.g SiSo 2.0, SE CoE, Kaizen, and Subcontractor Onboarding.

What you will learn and contribute to

Main Purpose of the Role:

Accountable for Market Unit Site Quality Management and Subcontractor Technical Assessment

Managing end to end site quality requirements meet Customer and Nokia requirements.

Ensuring Nokia subcontractor on-boarding and meeting Nokia training and certification requirements.

Key Responsibilities:

Site Quality Plan & Assurance

  • Create Site Quality plan for each project in Market Unit.
  • Ensure project specific Site Quality plan exists & is aligned to both customer and subcontractor contractual requirements in cooperation with Project Execution Owner (PEO) / Project Director (PD) & Regional Procurement Manager (RPM).
  • Ensure socialization of Site Quality plan, with regular updates to internal and external stakeholders.
  • Defines Specific Site Quality programs for continuous improvements.
  • Conduct or ensure site quality related trainings to internal & external stakeholders

Site Quality Operation

  • Ensure site quality related resources requirement and capability in GDC/ETL and Subcontractors in line with standard Delivery Model
  • Review the consistent implementation of the project site quality plan
  • Define Schedules, Control points and Reporting of site quality for projects
  • Conduct weekly governance meeting with Project’s site quality owner & subcontractors (when required) to ensure regular update on site quality programs or concerns and agree an action plan to address concerns raised.
  • Assist MU procurement lead / team in New Vendor Selection and performance evaluation for existing vendors
  • Issue Stop Work order to Projects / subcontractors if critical site quality violations are identified.
  • Recommend or issue Site Quality related warning letters to subcontractors in coordination with MU HoS and MU Procurement Head

Site Quality Control

  • Ensure adequate monitoring & random inspections are implemented for site installation work to verify implementation is done according to Customer, Nokia standards & guidelines and Nokia work processes and Site Quality requirement.
  • Analyse site quality data of projects and quality performance, identify trends across the project, get centralized reports from tools or CDE, ensure corrective actions that focus on systematic improvement and transferable lessons.
  • Identify and drive continuous Improvement using Quality Methodologies like Lean, Six Sigma etc
  • Plan & Organize lessons learned and RCA workshops for site quality in MU Projects and Subcontractors to implement continuous improvement in future projects

Other Areas

  • Supports Transformation programs in relation with Site Quality
  • Cooperation with MU Lead TM and Project TM on installation quality related HW fault investigations

Deliverables/performance measures:

  • Define project site quality standards in line with customer requirement
  • Define/Create/Update Quality Checklist in NDPd and usage of NDPc Teach
  • Ensure L1 and L2 training curriculums completeness according to project implementation technology, solution, and scope. Arrangement and Management of L2 local trainings.
  • Ensure 100% of Subcontractor participation and passing on Nokia L0, L1, L2 trainings in Onboarding program, including W@H Certification
  • Enable License to work for Subcontractor teams in NDPd
  • Maintain P-SQI and FTRI (First time Right) during implementation of project
  • Fields activities are delivered according to Customer quality indicators
  • Project personnel and subcontractors enabled to meet site quality standards
  • Site Quality result analyzed using appropriate Quality methodology and tools to improve fields activities execution.
  • Improvement actions driven through field training, process improvement and other actions with customers & suppliers and improvements achieved
  • Identification of adherence to quality, gaps in the project and co-ordinate corrective actions with relevant stake holders

Your skills and experience

You have:

  • Bachelor’s Degree in Telecommunication, Construction or Electrical Engineering or similar level of studies.
  • Nokia Quality Certification – minimum Yellow Belt, Blue Belt Kaizen and Lead Practitioner preferred.
  • Tower/monopole and rooftop telecommunication sites implementation project experience 5+ years. With following:
    • Creation of training material, conducting, and managing subcontractor training
    • Site Quality inspections and management
    • Management of virtual and remote teams.
    • Nokia Digitalized workflow tools, process creation, implementation and usage

It would be nice if you also have:

  • Understanding of Quality Methodology and Tools (e.g. RCA/EDA, Six Sigma, Kaizen)
  • Understanding Nokia’s processes in projects.
  • Understanding Site Quality Management, Telecom & Civil work, legal issue, and contract
  • Ability to work in multi-national environment and in customer interface.
  • Co-operation/managerial skills to follow up subcontractors’ performance.
  • Understanding Business Ethics & Values
  • Ability to travel within Market Unit and project locations
