Program Overview
World Resources Institute (WRI) is an independent national research organization that turns big ideas into action at the nexus of environment, economic opportunity, and human well-being. WRI Indonesia is affiliated with World Resources Institute (WRI), a global environmental research organization that works with various stakeholders to support policies and practices that are sustainable and profitable. WRI works with leaders in more than 50 countries for more than 30 years, with offices in Brazil, China, Europe, Africa, India, Indonesia, Mexico, and the United States.
Launched in early 2014, WRI Indonesia builds on WRI’s 20-year history in the country and the official establishment of WRI Indonesia office has strengthened our impacts on the ground in recent years. Our current work primarily focuses on forest and land-use. Over time WRI Indonesia aims to expand its portfolio to include climate, energy, and city and transportation. Therefore, it is important for the organization to identify and put in place the research building blocks for achieving the vision of WRI Indonesia supporting science- and data-driven decision making at national and sub-national level.
Since the last two years, World Resources Institute (WRI) Indonesia has been supporting the DKI Jakarta Government to support the air quality improvement. WRI Indonesia has signed a memorandum of understanding (MoU) with DKI Jakarta Provincial Government to assist and tackle challenges in air pollution. In 2019, the Governor of Jakarta decreed an Instruction Number 66/2019 regarding Air Quality Control. In the transportation sector, the decree aimed to lower the use of private vehicles. Therefore, the dramatic amount of Greenhouse Gas (GHG) emission can potentially be reduced. As one of the strategies to achieve that, Jakarta has initially adopted the Low Emission Zone (LEZ) in the Old Town (Kota Tua) in 2020. In addition to this, there is a strong commitment to expand the LEZ towards the center of Jakarta. The Old Town spans 1.3 square kilometers within North and West Jakarta. Accordingly, the implementation of pilot LEZ in the Old Town can reset the PM 2.5, which was reported as the highest in the province, into a non-harmful level.
Jakarta Government commitment to improve Jakarta’s air quality through implementation of demonstration project of LEZ implementation at Kota Tua has received positive feedbacks from public and business. Perception survey done by WRI Indonesia in collaboration with Jakarta Government demonstrated that 85 % of respondents experienced overall improvement due to LEZ implementation and 78% of respondents recommended to scale up the LEZ on other locations. In terms of benefit on air quality improvement, 87% of respondents indicated that air quality at Kota Tua after LEZ implementation is improved. The implementation of LEZ fortunately also delivered other consequences, such as safety improvement and social inclusion. The implementation of LEZ creates safer street and improve public access for a broader range of public services, providing equal benefit for everyone. Survey results showed that 73%, and 89% of respondents expressed improvements on safety and pedestrian/cyclist convenience respectively. On top of that, 75% of respondents revealed that after implementation of LEZ, Kota Tua is more accessible for public transport users. Furthermore, there has been appreciation from business sector about the LEZ implementation. The business sector survey showed that 64% of respondents felt overall improvement in Kota Tua after the LEZ implemented. Most of business sector respondents also appreciated the improvement of safety (73%) and security (62%) in Kota Tua.
Realizing the positive impacts and acceptance from the public and business on the implementation of LEZ at Kota Tua, the Jakarta Government would like to scale up the LEZ at other locations. In the year 2022, Jakarta will be the host of G20, therefore, next year is a great momentum to demonstrate political commitment on improving Jakarta’s air quality by scaling up one more location of LEZ implementation. Unfortunately, while several locations are potentially can be a place to implement LEZ, the priority locations have not been selected and a comprehensive plan on LEZ implementation has not been conducted. Providing technical support to Jakarta Government to commit to scale up implementation of LEZ will serve as strategic action to achieve bigger impact, which is air quality improvement and its co-benefits, such as safety improvement and social inclusiveness.
The study will firstly help the Jakarta Government in defining priority locations for LEZ taking into account various factors. Policy recommendations on selected location will be proposed as a result of the analysis. Secondly, WRI will provide technical assistance on public outreach to get public support on the next LEZ location in Jakarta.
Job Responsibilities
As the Research Assistant, you will work independently with the direction and supervision of WRI Indonesia LEZ team. The main task of the work is to assist on development of implementation plan of the next LEZ in Jakarta. Specifically, the job responsibilities as follow:
Research and Knowledge (75%):
Collect data and conduct spatial analysis to determine alternative of LEZ locations
Assist policy recommendation on selected location of LEZ implementation, including its implementation plan and LEZ concept
Assist policy and technical advisory, capacity building activities, and dissemination of project findings and recommendation through various meeting/workshop/trainings/public outreach
Coordination and Communication (25%):
Coordinate with cities related agencies to support the data collection.
Develop internal and external communications and media such as presentations, blogs, articles, brochures,
infographics, etc.
Contribute to the writing and publication of research products
Qualifications
Bachelor/Master degree in urban planning, transportation, civil engineering, or any other related field.
Minimum 1-2 years of full-time work experience in urban planning filed, has a knowledge and experience in Low Emission Zone or other transport and spatial planning study is a plus.
Legally able to work in Indonesia.
Studies, interest, or experience working on urban planning, transportation, and environment issues are preferred
Proven extensive experience in statistical analysis and urban planning analysis
Experience in scientific writing with history in publishing international peer-reviewed journal is a plus.
Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
GIS skills is a plus.
Excellent oral and written communication skills.
Professional fluency in Bahasa Indonesia and English.
Ability to work effectively in a fast-paced office environment and cross sectoral themes
Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work-ethic.
Problem solver who is willing to develop and share ideas internally and externally
Performance Standard:
Work plans are expected to be carried out timely and satisfactory with minor supervision.
Must be capable of setting priorities and working under pressure.
Ability to work well with internal and external participants is essential.
Ability to work well in group/team as well as working individually.
Knowledge of Microsoft Office Suite is imperative.
Experience in other urban planner software is a plus.

Terms of Payment
Daily-rate consultant with maximum 15 (fifteen) working days per month
Must have authorization to work in Indonesia to be eligible for this position. Final candidates might be required to take a writing test and to produce two writing samples when needed. Consultant rate: Consultant rate is commensurate with experience and skills.
