Project Overview and Role:

The Australia-Indonesia Partnership in Disaster Risk Management (AIP-DRM) is a five-year program (2019 – 2024) funded by the Australian Government’s aid program and implemented in cooperation with the Government of Indonesia.

The program aims to improve Indonesia’s ability to prevent, prepare for, respond to and recover from disasters and strengthen cooperation between Australia and Indonesia on humanitarian issues in the region. The Program will be implemented at the national and sub-national levels though collaboration with BNPB and other government institutions, Civil Society Organisations and multilateral agencies. The Program is operating at both National and Subnational level and currently targeting 4 provinces: Bali, East Java, NTT, and NTB.

Purpose of the Position:

The Head of Subnational Programs will responsible for managing the subnational program and day-to-day operations from planning, implementation, monitoring, and evaluation, to ensure SIAP SIAGA program deliver effective and high quality technical assistance to the SIAP SIAGA program stakeholders particularly Government partners and other stakeholders that contributing to the overall program objectives.

Primary Duties and Responsibilities:

Under the direction of SIAP SIAGA Team Leader, the Head of Subnational Programs will carry out a wide range of duties as follows:

Strategic Planning

  • Lead the development of the annual workplan for subnational programs in consultation with respective subnational governments, BNPB and partners;
  • Ensure that the subnational annual workplan aligns with subnational government priorities and plan as well as BNPB’s priorities and plan;
  • Ensure that the subnational plan is appropriately resourced for effective and efficient execution;
  • Contribute to the overall program strategic planning and AWP development.


Program Operations


  • Set-up operations in targeted program area as directed and agreed with DFAT, BNPB and steering committee members;
  • Ensure each target province has detailed implementation plans and proper budget allocations;
  • Ensure each target province has an appropriate monitoring, evaluation and learning plan in coordination and consultation with KPL unit – that support provincial team in delivering and fulfilling their accountability requirements with clear evidence;
  • Manage programmatic and operational risks and challenges in target provinces and seek collaborative solutions;
  • Lead effective and efficient application of program policies across subnational programs and ensure compliance;
  • Lead the consolidation of the subnational quarterly forecast in alignment with the agreed annual budget and detail implementation plan;
  • Lead the action plan for subnational programs based on the quarterly program review;
  • Review provincial monthly and quarterly reports and provide support to the reivew of SIAP SIAGA program reports to DFAT, BNPB, and provincial governments;
  • Support the management of grant partners from the initial phase to the end of grant project closing.


Stakeholder Management


  • Coordinate, consult, and collaborate with BNPB and other national government partners on subnational programs plan and operations;
  • Lead stakeholders mapping for subnational programs based on the subnational AWP;
  • Ensure each province coordinates and collaborates with provincial and district’s partners, particularly government agencies, multisector forums, etc;
  • Support overall SIAP SIAGA program in maintaining and strengthening relationships with various stakeholders.


Staff Management


  • Manage recruitments (STA and LTA), performance planning, and review for subnational team members;
  • Ensure subnational team is properly structured and resourced based on the plan and overall program strategy;
  • Ensure staff care in consultation and coordination with HR and support staff development appropriate to their development plan.


Budget Management


  • Monitor the activity budget request and expenditures;
  • Provide analysis on monthly expenditure report and to prepare quarterly forecast.

Required Qualifications:

At least 10 years’ experience working in DRM with progressive responsibility;

  • Experience working in consultation with government and civil society partners with CSO and community partners;
  • Extensive experience supporting and implementing community resilience interventions;
  • Excellent presentation, communication and analytical skills;
  • Strong leadership and management skill;.
  • Fluent Bahasa Indonesia and in English (written and spoken);
  • Demonstrated ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion;
  • Excellent cross-cultural communication skills, both oral and written;
  • Proven ability to develop and maintain professional, cross-sectoral networks;
  • Highly developed negotiation and problem-solving skills;

Duration and location:

The initial duration of the contract will be 12 months with possible extension. Location will be in Jakarta or any of the current program target provinces.
