Job Purpose

Reporting to IFRC Country Cluster Delegation (CCD) Program Coordinator and with technical supervision of APRO Operation Coordinator South-East Asia, the Operations Coordinator for CCD Indonesia and Timor-Leste will provide operational leadership to support the mobilization and coordination of resources required for effective and efficient disaster response efforts. This will include overseeing the development and implementation of Emergency Plans of Action (EPoA) in coordination with Pelang Merah Indonesia (PMI) and Cruz Vermelha De Timor-Leste (CVTL) to access funding from IFRC’s Disaster Relief Emergency Funds and Emergency Appeal mechanisms.

The DRM Operations Coordinator will work in collaboration with Movement Partners, including PMI, CVTL, International Committee of the Red Cross (ICRC) and Partner National Societies (PNS), as well as non-movement coordination mechanisms, such as the Humanitarian Country Team (HCT) at country level. The position is based in Jakarta but may require deployments to disaster impacted areas.

Job Duties & Responsibilities 1

  • Work closely with DRM Manager and DRM team to manage the disaster monitor roster and provide timely information and alerts through the CCDs disaster monitoring whatsapp group.
  • Oversee the development and dissemination of informal updates regarding recently occurring disasters to partners and key contacts at IFRC’s Asia Pacific Regional Office (APRO) using the DRM team’s emailing lists.
  • Oversee the regular updating of IFRC’s GO Platform with critical information regarding disasters and NS responses in close consultation with NS DRM counterparts.
  • Develop a strong and productive working relationship with IFRC’s key implementing partners, Pelang Merah Indonesia (PMI) and Cruz Vermelha De Timor-Leste to ensure that Emergency Plans of Action are developed and implemented based on needs and in line with national and international humanitarian standards and guidelines, as well as IFRC policies, procedures and tools.
  • Undertake regular monitoring of EPoAs and budgets against targets to track implementation and work with NS operations teams to find solutions to implementation and reporting bottlenecks. When required update EPoAs through Operational Updates in close coordination with Operations Coordinator South-East Asia.
  • Coordinate and ensure sufficient technical support to all areas of the operation including water, sanitation and hygiene (WASH), health, risk communication and community engagement (RCCE), communication, information management (IM), national society development, cash and voucher assistance (CVA) and protection gender and inclusion (PGI), liaising with technical focal points at IFRC and NS regularly to ensure smooth implementation.
  • Support the development and maintenance of a response roster for the CCD and recruit additional surge staff to support the implementation of operations, as required.
  • Support the Cash and Voucher Assistance focal point to encourage the use of and provide guidance to NS on the implementation of CVA as a key modality for response under their operations
  • Ensure that the IFRC operations team prepare accurate and timely operational analyses, situation updates, operational updates and reports.

Job Duties & Responsibilities 2

  • Support NS in the achievement of planned outcomes and deliverables following quality standards, timelines and within budgets.
  • Using Federation systems such as Apple and BO, track operations budgets and run financial reports to ensure that expenditure relating to IFRC funded operations are within income and approved ceilings, in compliance with IFRC finance procedures and in line with pledge earmarking requirements.
  • Oversee the review and approval of NS working advance reconciliations to ensure compliance with IFRC financial procedures
  • Ensuring that all supporting legal document such as project agreements are negotiated, updated and shared among partners.
  • Initiate and coordinate regular meetings with technical staff working on the operation and support the flow of information between national society counterparts and the CCD’s technical support team and address emerging issues.
  • Work closely with the Program Coordinator and Senior Management Team regarding pledge management to ensure that to ensure that challenges are tackled and communicated in a timely and professional manner and donor and partner relationships can be managed effectively.
  • In close coordination with the PMER team, oversee lessons learned, after action reviews and evaluations of response operations, including working with NS to develop the approach and methodology and where necessary, recruiting and managing an evaluation team to undertake the process.
  • Ensure cooperation and coordination between APRO, CCD Jakarta and Timor-Leste and the national societies on anything pertaining to operations including assessments, requests for information, reporting and evaluations.
  • Attend Regional Task Force (RTFs) meetings on behalf of the CCD Jakarta and Timor-Leste and ensure the flow of relevant information from KL to the operations team and national societies.
  • Supervise and mentor DRM Senior Officer – regarding the management and implementation of operations
  • Working closely with DRM Manager take the lead in supporting NS understanding and application of Principles and Rules for Red Cross and Red Crescent Humanitarian Assistance, IFRC’s Emergency Response mechanisms (Disaster Relief Emergency Fund, Emergency Appeal) and tools (Regional Disaster Response Team -RDRT, Emergency Response Unit -ERU, Field Assessment and Coordination Tool – FACT).
  • In close cooperation with DRM Manager assist NS to undertake institutional capacity assessments for disaster response using the Preparedness for Effectiveness Response (PER) tool.
  • In close cooperation with the DRM Manager take the lead on ensuring the preparedness of the IFRC CCD to respond effectively to disasters ensuring understanding of and facilitating access to standard operating procedures and templates.
  • Work closely with and support DRM Manager to liaise with NS and PNS on seasonal preparedness and movement readiness
  • Coordinating closely with the Program Coordinator to monitor the health and well-being of the operations team of the CCD Jakarta and Timor-Leste and actively promote work life balance amongst the team.

Education

  • Relevant university education or an equivalent
  • Basic Delegates Training Course (BTC) or IMPACT or equivalent knowledge (Preferred)
  • ERU, FACT or RDRT training (Preferred)

Experience

  • 15 + years of experience with minimum of 5 years of managing and motivating teams, 10+ years of post-qualification experience working in the area of expertise.
  • At least 6 years of emergency/crisis disaster management experience.
  • Field experience in coordinating disaster and crisis management operations
  • At least 3 years of work experience with RC/RC
  • Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation
  • Experienced in result-oriented Movement and External Coordination
  • Experience of planning and managing finances and budgets tem (Preferred)
  • Working for a humanitarian/non-profit making organization at the local level
  • Experience in annual planning and strategy implementation of Unit which consist of multiple department (people and financial resources)
