About the role

The HSE Manager will be responsible to ensure overall Health, Safety and Environmental (HSE) aspect at manufacturing plant in Karawang starting from green field. He/she will drive proactive HSE programmes to ensure the safety of employees through the continuous improvement of OSH standards, and through good governance and compliance with HSE regulations and all statutory requirements in relation to Occupational Health, Safety & Environmental aspects.
He/she will also continually find ways to reduce the impact on the environment through the reduction of resource use (energy, water etc.) and the reduction of waste generation (food, components) as well.

Key responsibilities

• To lead & coordinate Process safety management (PSM) implementation across sites to ensure all defined requirements of PSM are complied to.
• To conduct risk assessment of various new products, existing plant processes & other manufacturing operations to identify potential hazards & associated risk. Generate risk mitigation plan in coordination site teams & approval from top management.
• Ensuring that process engineering standards and procedures are met to make the existing process safe for operation.
• Working collectively and collaboratively with project engineers to provide loss prevention and risk management support for projects including PIP
• Champion a culture of Process Safety excellence at the company through evaluating & mitigating the risks associated with manufacturing processes and helping to develop safe operating protocols.
• Manage and conduct the PHA using techniques such as HAZOP, What-if, data collection for Quantitative Assessment (QRA) tools, as well as track and assist with any resulting recommendations implementation
• Perform risk analysis and coach others on the use of risk analysis techniques like Risk Assessment Screenings for Management of Change (MOC) and other optimisation projects
• Assisting Incident Investigation teams in investigating and classifying process safety incidents, as well as providing support in the development of process tools and action plans to close identified Process Safety gaps
• Provide process safety inputs in Onsite & Offsite Emergency Plan
• Collaborate with teams to discover and implement long-term process improvement efforts to make process safer
• Organizing and delivering effective and efficient Process Safety Trainings to the manpower at shopfloor (company & third-party manpower)
• Perform audit of process safety management systems and execute risk mitigation corrective actions.
• Support and guide HSE Supervisor and HSE Committees on monthly activities and inspection, report & compliance
• Ensure compliance with local authorities by developing and implementing HSE programmes, policies and management system
• Ensure the Human Element (HE) / Hazardous Process (HP) of Kerry Insurance & Risk Management System (KIRMS) audits, ISO14001 and OHSAS18001 HSEMS audit findings are timely and effectively closed out and reported
• Consolidate and compile monthly HSE scorecards, HSE monitoring, waste management, environmental data (using DCF), gap outstanding, Carbon Foot Print and other monthly reports as required

Detailed description

• Analyse, advise & report on, and follow up on the following:
  • OHSAS 18001 & ISO 14001 HSEMS
  • HSE Gap analysis from specific risk assessments
  • Wastewater Treatment Plant (WWTP) Parameters compliance reporting
  • Kerry Endurance & Risk Management System (KIRMS - HE & HP) analysis and reporting
  • Compliance reporting for HSE Projects
• Interpreting standards, advising management on necessary actions, enforcing adherence to regulations (e.g. OSH Laws & Regulations, Environmental Protection Laws & Regulations) and Kerry Corporate Standards (Kerry Global)
• Execute the HSE yearly programmes, action plans and evaluate the effectiveness
• Provide HSE Training to ensure that the standards are trained at the highest level for all. Implement auditing protocols to verify training is adequate and to highlight areas for improvement. Conduct on-the-job training.
• Coordinate the monthly Health, Safety & Environmental (HSE) Committee meeting as well as Environmental Improvement (Green) team meeting for the site
• Participate in continuous improvement activities, improving the manufacturing process through efficient operations and cost control
• Total Productive Maintenance - perform audits (Quality, Safety, Environment, GMP); continuously place importance in the organisational goals and visions.
• Propose internal HSE purchases; perform any other HSE related task as assigned
• Co-ordinate with project execution team on process safety requirement communication & support.

Qualifications and skills

• Degree / Diploma in Engineering in Chemical, Environmental, Health & Safety or equivalent, with minimum 10 years’ experience in HSE and at least 4-5 of those in a multinational, manufacturing environment
• In-depth knowledge of the Occupational Safety & Health, Environmental Protection Laws & Regulations, preferably with knowledge in OHSAS 18001 and/or ISO 14001
• Experienced with compliance audits and HSE management systems
• Native / fluent Bahasa Indonesia speaker who possesses the ability to write and converse with confidence in English
  

Competencies Required:

• Good Experience in understanding P&IDs with respect to various equipment, instruments, and processes.
• Ability to review P&IDs from a safety perspective and provide comments to the design team.
• Experience in understanding logic and interlocks with respect to various systems
• Experience in hazard identification and protective device sizing with respect to various processes
• Knowledge about various process equipment, Utility equipment like Compressor, Chiller, steam systems, etc, its operation and expected hazards during operation
• Knowledge on studies like HAZOP, HAZID, SIL, LOPA, etc for various process systems
• Experience in the preparation of Process datasheets for various safety items like PSV, PVVV, Flame arrestor, etc.
• Technical evaluation of vendor specification for safety items
• An excellent communicator (both oral and written), capable of conveying ideas and concepts, and making formal presentations
• Ability to work independently and have little need for close management supervision and direction
• Must possess strong organisational and technical skills, a real passion for their work and drive to get the job done
• Ability to persuade and influence others effectively
