Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
The Second Call for Project Concept notes attracted concept notes for several projects in peatland areas, including one from the Peatland and Mangrove Restoration Agency (Badan Restorasi Gambut dan Mangrove/BRGM) on “Green Peatland Economy” and two others from NGO proponents. To have higher impact and a greater chance of successful funding by GCF, the NDA and BRGM decided these project ideas should be bundled and revised to form a strategic program to ensure long term sustainable peatland management involving multi-faceted stakeholders nationally and in two targeted landscapes. A new concept note reflecting such a programmatic approach therefore needs to be developed to achieve large-scale impact and address existing policy and investment barriers to sustainable peatland management and restoration with an approach that meets GCF funding criteria for a medium-sized or large project.
The development of the new Green Peatland Economy concept note will start in July 2021, with the expected final concept note to be completed by October 2021. A National Facilitator will be hired in parallel with the Concept Note Writer. The process of concept note development will involve a facilitated dialogue process among BRGM, the NDA, project proponents, and other related key stakeholders, which will be facilitated by the National Facilitator.
The Global Green Growth Institute (GGGI) requires the services of a qualified expert (hereafter referred to as “the Consultant”) to be the GCF Concept Note Writer for the Green Peatland Economy Program coordinated by BRGM. The program is expected to have national activities dealing with policy, planning, and investment as well as activities in two large (ca. 1Mha) peatland landscapes in Kalimantan and Sumatra. An Accredited Entity (AE) has not yet been selected. The Consultant will be responsible for the following tasks and duties:
1. Present an overall approach to the concept note (CN) preparation at a kick-off meeting with the NDA GCF Indonesia, GGGI, BRGM (and other project proponents) to establish a common understanding of the scope of work, approach and timeline.
2. Conduct a review and analysis of the three draft CNs prepared by BRGM and the two NGOs and one concept from GGGI[1] to identify how they can be aligned into one integrated program within the framework of BRGM’s “Green Peatland Economy."
3. Provide recommendations to enhance results of discussions facilitated by the National Facilitator on the following CN elements:
4. Develop a high-quality concept note, ready for submission to GCF, for the Green Peatland Economy Program in accordance with the GCF latest concept note template and funding requirements. The Concept note should, at a minimum, have the following elements:
5. Conduct a gap analysis to identify the need and make a costed work plan for further studies and work activities to develop a full project funding proposal for the GCF, for example, baseline assessments, safeguard assessment and mitigation plans and/or market analysis.
6. Support completion of the Project Preparation Facility (PPF) application form based on the gap analysis conducted, which includes proposed budget;
7. Prepare high-quality presentations about the concept note;
8. Develop and maintain active coordination, on a daily basis with GGGI and, through GGGI’s auspices, with BRGM, the AE (once one has been designated), project proponents, and the NDA.
The Green Peatland Economy concept note will require fine-tuning of climate rationale and context, refining program outcomes and activities as well as finalizing the Theory of Change and log frame that address the six GCF investment criteria, all of which are expected to be facilitated and improved by the Consultant with desk research and consultation.
The Consultant will report to the GGGI Green Investment Specialist.

GGGI anticipates that the Consultant will perform the work virtually due to travel restrictions related to the COVID-19 pandemic. Therefore, the Consultant must have access to suitable facilities and equipment for internet-based communication.
Note: The consultant is to provide his/her own equipment and expendable supplies to produce all deliverables.
[1] GGGI concept note titled “Upscaling Climate Change Mitigation in Indonesia’s Peatlands” aims to upscale commercially viable, locally managed solutions in the target landscape and engage national and regional policymakers, investors, and others.

Individual consultant without Indonesian tax ID: In accordance to Directorate General Taxation number SE-145/PJ/2010 VAT is applicable on foreign services rendered by international entities not registered in Indonesia are subject to 10% VAT.
Withholding tax on foreign services rendered/withholding tax Art 26
Payment of royalties, interest, and service fees by resident taxpayer to a non-resident taxpayer are subject to 20% withholding tax Art 26. However, if the payment is made to a resident of a country with which Indonesia has signed a tax treaty, the withholding (WHT) may be reduced or exempted. Withholding tax on local purchase of goods and services
Payments of certain types of income paid to resident taxpayers are subject to withholding Art 23 at a rate of 15% (for dividend interest royalties) and 2% (rental of asset, other than land and building [which is subject to final tax Art4(2)] and services such as technical, management, consulting services, etc.
