Job Description

These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.


OBJECTIVES OF THE ASSIGNMENT

GGGI will mobilize one (1) individual consultant on a deliverable contract basis.

The objective of this assignment is to support the Outcome 2 Team (the Investment Team) subnational team in North Kalimantan, and as part of the effort to sustainably manage the forest, the government of Indonesia has included the program of social forestry with targeted areas of 12.7 million in the National Medium Term Development Plan (RPJMN) 2015-2019. And, in 2021, Social Forestry has become one of the main programs as it was included in the Job Creation Act through Ministerial Decree No. 9/2021. As of May 2020, around 4 million hectares of social forestry permits have been granted to the communities. However, despite the significant progress in the permit numbers given, the development of social forestry in the post permit access are still facing many challenges such as capacity, fundings and knowledge. Hence, it is the aim of this activity to identify the challenges present within the identified social forestry areas, stakeholders mapping, existing and potential sources of fundings, value chain of potential commodities and market access of social forestry/NTFPs commodities.

SCOPE OF WORK

The team:

For this task, the Consultant will work with:

    • The GGGI team North Kalimantan Province Team for fully support in organizing meetings, government involvement, and technical advice.
    • University of Borneo Tarakan under the joint workplan with GGGI
    • GGGI Outcome 2 Team (the Investment Team) in Jakarta to get support for technical advice.

As work will be carried out in close collaboration with the FMUs (KPH Nunukan, KPH Bulungan & KPH Tana Tidung), various social forestry groups (KUPS) and other local stakeholders, flexibility and a shared vision for the engagement outcomes are essential.

The Consultants’ specific tasks are the following:

  • Development of a baseline study to identify economic opportunities and business enabling environment (e.g., which crops to develop in each Social Forestry areas within the jurisdictions) for forest dependent communities in targeted FMU areas.
  • Assessment on the current NTFPs businesses of the social forestry groups and KPHs in KPH Nunukan, KPH Bulungan and KPH Tana Tidung
  • Identification of Forest Products (Timber & NTFPs) existing within the social forestry areas and also, analysis of the existing businesses conducted by the social forestry groups (based on the data and information collected during the business training conducted in Tarakan by GGGI team in January 2022
  • Assessment on the existing market access and value chain of potential social forestry commodities.
  • Assessment on the socio-economic and cultural aspects of communities that lives within and surrounding the social forestry areas.
  • Stakeholders’ identification and engagement: drive outreach and cultivate relationships with key stakeholders, particularly among local government units and CSOs partners in social forestry portfolio at the provincial level
  • Desk review and primary research interviews with local government units to assimilate information on regulations, governance, technical guidelines and processes, policies, customary forest stipulation, etc. relating to specific land uses and relevant maps for state-owned forests, KPHs, social forestry permit areas and mining concessions in North Kalimantan; and the overall climate change frameworks like Indonesia’s NDC commitments around land use and forestry, national medium-term development plan regarding climate change mitigation in North Kalimantan.
  • Provide recommendation to improve the current business activities and capacity of the social forestry groups to scale up the level of the social forestry groups (KUPS)
  • Provide technical analysis and insights to advance green investments related to social forestry practices and commodities at the subnational level.
  • Baseline study of Social Forestry and development of NTFPs; challenges, opportunities, baseline initiatives through government and NGO sector, barriers to change

Due to the evolving COVID-19 pandemic, the meetings will be conducted in hybrid (offline and virtually), unless there is an internal policy change taken by provincial/district government or GGGI or both.

Any communication by the Consultants to other external partners must be approved by GGGI.

Total fee: up to USD 15,000, depending on candidate's credentials


EXPERTISE REQUIRED

GGGI will enter into a contract for the delivery of the work set out in these Terms of Reference. The skills and experience required of the adviser should include inter alia:

    • Advanced degree in natural resource management, forestry, environmental economics, emission reduction, green investment, or related field.
    • At least 5 years’ experience related to social forestry, institutional, policy development, permit, and post permit, products, and business development.
    • Knowledge and strong network with key stakeholders (FMUs and Social Forestiers) for emission reductions program in North Kalimantan, particularly in forestry and land-based mitigation sectors.
    • Knowledge of issues related to Indonesian and North Kalimantan policies related with Emission Reduction Program in the forestry sector at the provincial level.
    • Knowledge of issues related to build the North Kalimantan Province green investment framework, which has been designed to increase investment.
    • Ability to secure collaboration and agreement from the partners, reflecting empathy of perspective and identifying recognition of mutual/complimentary interest.
    • Knowledge in spatial analysis would be advantageous.
    • Strong communication and writing skills, both in Indonesia and English.

SELECTION PROCESS

In order to be considered for the position, the candidate must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.

Interview and writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address selection criteria factors listed below:

  • Professional Competency (30 points): Advanced degree in natural resource management, forestry, environmental economics, emission reduction, green investment, or related field.
  • Experience (30 points): Minimum 10 years’ experience related to social forestry, institutional, policy development, permit, and post permit, products, and business development.
  • Individual Competency (40 points): Project management skills are required. Incumbent should have knowledge and strong network with key stakeholders (FMUs and Social Forestiers) for emission reductions program in North Kalimantan, particularly in forestry and land-based mitigation sectors, knowledge of issues related to Indonesian and North Kalimantan policies related with Emission Reduction Program in the forestry sector at the provincial level, knowledge of issues related to build the North Kalimantan Province green investment framework, which has been designed to increase investment and knowledge in spatial analysis would be advantageous. S/he must be able to secure collaboration and agreement from the partners, reflecting empathy of perspective and identifying recognition of mutual/complimentary interest.

Maximum Points Available: 100

At GGGI’s discretion, reference checks and interviews may be conducted as part of the evaluation process.

Individual consultant without Indonesian tax ID: In accordance to Directorate General Taxation number SE-145/PJ/2010 VAT is applicable on foreign services rendered by international entities not registered in Indonesia are subject to 10% VAT.

Withholding tax on foreign services rendered/withholding tax Art 26

Payments of royalties, interest and service fees by resident taxpayer to a non-resident taxpayer are subject to 20% withholding tax Art 26. However, if the payment is made to a resident of a country with which Indonesia has signed a tax treaty, the withholding (WHT) may be reduced or exempted. Withholding tax on local purchase of goods and services

Payments of certain types of income paid to resident taxpayers are subject to withholding Art 23 at a rate of 15% (for dividend, interest, royalties) and 2% (rental of asset, other than land and building [which is subject to final tax Art 4(2)] and services such as technical, management, consulting services, etc).
