SVN 2021 255 Programme Manager (COVID-19 Strategic Response and Recovery Plan) (P3) Jakarta, Indonesia

Context:
IOM has been operational in Indonesia for more than 40 years, working on a wide range of

activities in partnership with the Government of Indonesia, civil society, private sector actors,

migrants and communities. IOM Indonesia is engaged in several thematic areas, including:

Refugee Care, Counter Trafficking and Labour Migration and Human Development (CT/LMHD),

Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migration

Health, and Resettlement and Voluntary Returns.

The IOM Disaster, Climate and Resilience (DCR) Unit in Indonesia holds a priority commitment

to disaster preparedness and emergency response, while ensuring a comprehensive, integrated

approach to new drivers of displacement and community instability. Initiatives will also focus on

building resilience as a framework for promoting sustainable solutions to disaster impacts and

the emerging drivers of displacement. The DCR Unit works alongside and contributes to

strengthening the capacity of government partners and counterparts at the national and

sub-national levels, and activities contribute to IOM’s programme of assistance to refugees in

Indonesia. Within the DCT Unit, due to the national wide impact of Covid 19 in Indonesia and

the challenges it has posed to the country- a COVID 19 coordinator is sought to coordinate the

implementation of the Strategic Response and Recovery Plan (SRRP).

Under the overall coordination of the Chief of Mission (CoM), and other relevant units, and the

direct supervision of the DCR Program Coordinator, the successful candidate will be responsible

and accountable for overseeing the management, coordination, implementation and monitoring

of IOM Covid-19 Strategic Response and Recovery Plan – Indonesia.

Core Functions / Responsibilities:
1. Manage the IOM COVID-19 multisectoral strategic response and recovery plan

implementation in a timely manner, backstopping its financial, administrative and technical

aspects, in line with policies and procedures, as well as donor requirements.

2. Act as the COVID-19 focal point within the mission to ensure coordination and synergy

among different relevant project interventions.

3. Undertake regular field visits and monitoring to project sites for quality control and to ensure

programme activities are on track, to provide technical guidance and recommendations for the

adaptation of project activities toward effective, efficient achievement of project goals.

4. Monitor and evaluate the IOM COVID-19 strategic response and recovery plan progress,

specifically aimed at increasing effectiveness and take appropriate action.

5. Manage the staff assigned to the IOM COVID-19 strategic response and recovery plan –

Indonesia, including consultants, Implementing Partners and service providers recruited to

support and/or undertake specific project activities.

6. Analyze, assess and prepare regular progress and other reports, ensuring proper information

exchange on all operational and programmatic aspects of the project between IOM, donor and

other Implementing Partners and stakeholders.

7. Establish and maintain liaison and strong working relations with Government entities, United

Nations (UN) agencies and other Implementing Partners and stakeholders, including donors.

8. Identify and manage the implementation of the complementary activities to enhance the

impact of IOM COVID-19 strategic response and recovery plan. Contribute and provide

substantive support towards the identification of the new project opportunities in the country in

relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and

strategy.

9. Promote advocacy and resource mobilization.

10. Working in conjunction with the Migration Health Unit (MHU) and institutional resources,

ensure the consideration of public health, safety and wellness dimensions of the COVID-19

pandemic throughout all programme activities, events and operational undertakings; assess and

advise on COVID-19 and related DCR funding windows and programme development

opportunities.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education

  • Master’s degree in Political Science, Social Sciences, Social Work, International Relations,

Management, or a related field from an accredited academic institution with five years of

relevant professional experiences; or

  • University’s degree in the above fields with seven years of relevant professional.

Experience

  • Minimum three (3) years international field experience in crisis or complex programming

environments, preferably with some regional experience (Asia and the Pacific) in the context of

Disaster, Climate and Resilience (DCR);

  • Experience at an international level in management of programmes related to displacement

and displacement drivers within the context of Disaster, Climate and Resilience-building (DCR)

events and initiatives;

  • Extensive experience in donor engagement, as well as in liaising with governmental,

diplomatic authorities, and international institutions;

  • Sound knowledge and active experience engaging in operational or policy-setting fora of the

Inter-Agency Standing Committee of UN and non-UN humanitarian partners;

  • Experience in an international setting with the supervision, direction and motivation of staff,

including staff training and development initiatives;

  • Demonstrated experience in programme development, management, capacity building

methodologies, and operational strategies; Familiarity with administration and financial matters.

Skills

  • Proven liaison and negotiation skills.
  • Excellent written and oral communication skills.
  • Demonstrable knowledge, training and/or relevant credentialing in humanitarian action, for

example accreditation through Professionals in Humanitarian Assistance and Protection (PHAP)

or related processes.

  • Strong strategic and creative thinking.
  • Effective resource management skills.
  • Data management in disaster settings, or familiarity with IOM’s DTM
  • Strong planning and organizational skills in highly challenging, high pressure contexts
  • Personal commitment, efficiency, flexibility, drive for results, and open management style.
  • Ability to supervise and direct staff.
  • Demonstrated ability in leading multicultural teams and in mentoring and coaching individuals.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in

English and have at least a working knowledge of one additional UN Language (French,

Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written).

Fluency in Indonesian (Bahasa) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,

which may include written and/or oral assessments.
