Role Purpose
The role purpose is to develop and implement communication and engagement strategies and be responsible for project communication management and coordination between internal and external resources. The expected result is to:
ensure the successful delivery in communication
achieve high visibility of the co-funded EU Support to Higher Education in ASEAN region (SHARE)
showcase programme achievements
supporting implementation of public engagement initiatives, including campaigns, to contribute to programme objectives
Main challenges and opportunities
Working with a variety of stakeholders from diverse backgrounds and regions, and the ability to craft tailored communication and engagement strategies to achieve programme outcomes; working at scale and speed consistently and support communication and visibility needs across Consortium, EU, ASEAN and stakeholder needs; working with a variety of professionals and experts to influence Education priorities across the ASEAN region and developing networks within the Higher Education sector; deploying a variety of analytical tools and methodology to support strategic decision making contributing to communications, visibility, and engagement goals; ability to work across a variety of platforms, including social media, video production, website management, newsletter curation and press releases. Main accountabilities
The postholder will be accountable for the management and implementation of the communications and visibility strategy and strategic engagement efforts, under the supervision of the Team Leader; oversight of relevant grant partners and service providers (relating to communications, visibility, and engagement). Strategic Communications Delivery
Management of programme and outreach communications to engage decision- makers and stakeholders based on the communications and visibility strategy; developing and maintaining media relations with national and international press and media agencies; ensure outreach communications are updated; develop and manage communication tools; identify media agencies, writers, filmmakers, artists, singers, celebrities, thought leaders and opinion makers that the programme can engage. Leadership and Management
Ensure that all staff are aware of the media protocol for the programme, consistent with SHARE programme standards and prepare team members for media appearances; maintain relations with the communications team at the European Union Delegation; liaise and maintain contact with national and regional British Council communications teams to ensure awareness of programme developments; support the Team Leader, in close cooperation with the Senior MEL Officer and the Programme team, to ensure programme stories of change and evidence are communicated in effective and appropriate formats for policy actors in the ASEAN Higher Education sector at different levels; present SHARE programme communication and engagement work in national and international forums, as appropriate. Reporting
Compile quarterly and yearly activity reports and updates on communications and engagement; contribute to learning reflections as part of the management team and document lessons (in close coordination with Senior MEL Officer); adhere to internal programme tracking and documentation needs.
Requirements
Candidate must have the right to live and work in the country in which the role is based
A minimum of two years of professional experience in a communications/PR role
Graphic design knowledge
Experience liaising with the media
Experience executing both internal and external communications strategy
Experience developing content into multiple platforms including print, social media, mass media and audio-visual media
Understanding higher education system in ASEAN would be an advantage
Ability to operate design software and create draft design of collaterals (flyer, roll up banner, etc)
