Project Overview

Bechtel Equipment Operations, Inc. (BEO), a wholly owned Bechtel affiliate company, functions as the construction equipment asset manager of Bechtel Group and is actively engaged in projects across all of Bechtel's business lines. In support of its involvement, BEO uses sophisticated estimating and scheduling systems to assist projects in developing bid proposals, equipment lease versus purchase analysis, tool and consumable utilization forecasts, scaffold estimating and supply, and overall construction fleet utilization plans. Headquartered in Sugar Land, Texas, BEO also manages several permanent global equipment storage and support facilities.

Position Overview

Performs acquisitions, including bidder prequalification, developing bidder lists, bid solicitation, bid analysis, negotiation and commitment of purchase orders, contracts, software and equipment rental agreements. Performs administration of purchase orders and contracts following commitment and expenditures, commercial and technical requirements and performance. May develop and monitor pro-forma documents for both domestic and international projects, requires modifications approved by Legal Department depending on project or location requirements. Participates in the planning of acquisition activities. Support to a worldwide regional business line.

What you bring

• Develops and prepares purchases, rental agreements, and contracts as required, reviewing commercial terms and conditions to be included in acquisition documents. Reviews contract terminology and transfers applicable regional, project, legal and commercial terms.
• Inclusive leader that provides guidance, training, and monitors direct reports, while empowering his team to execute their work.
• Supports Project Proposals as needed: complete market baskets, refreshing quotes for the Equipment Scheduling System, participating and/or leading with project BD teams and/or strategic vendors.
• Reviews and develops other commercial and technical data prepared by Operations, Construction, Finance, Traffic & Logistics, Insurance, Tax and other procurement functional groups and inputs.
• Participates in the development of purchasing and/or contracts procedures.
• Maintains working relationships with project personnel and project discipline personnel in order to perform assigned duties.
• Prepares, maintains and monitors bidder lists, ensuring input is received from all functional and operational groups.
• Participates in the acquisition planning, and other related activities in balancing purchasing requirements for operations.
• Reviews international commercial conditions for purchasing, rental export and import requirements to ensure terms, conditions and procedures comply with applicable Bechtel Directives, Instructions and Procurement Procedures.
• Forms, issues, and administers purchase orders and rental agreements, and/or Contracts.
• Communicates with suppliers to achieve required service and meet project needs. Communicates with other functional groups to assist and/or guide them in the preparation of material requisitions
• Provides training and guidance to other purchasing personnel regarding all aspects of formation and administration of purchasing forms, procedures, and buying goods. Maintains contacts with the BEO global business unit personnel, including functional supervisors, to maintain an awareness of the performance and operating problems of suppliers and coordinates the development of problem resolutions, of claims settlements, and other contractual matters.
• Prepares periodic status reports for management.

About you

• Demonstrated Strong Negotiating skills, not only T&Cs but pricing different structures, while building a strong relationship with strategic suppliers.
• Proficiency and experience in the formation and administration of purchase orders and equipment rental agreements.
• Proficiency in all phases of procurement including knowledge of and skill in communicating effectively with suppliers, bidder prequalification, preparation of bidders’ lists, compilation of bid requests, knowledge of Uniform Commercial Code or applicable commercial legislation, negotiation of contracted terms and conditions, and award of commitments.
• Proficiency in the administration of commitments, monitoring supplier performance, and the resolution of claims and disputes.
• Skilled in working with and communicating effectively both orally and in writing with other functional groups, primarily Operations, T&L, Equipment Managers, and other services.
• Knowledge of the equipment market or previous experience with construction equipment.
• Knowledge of international commercial conditions of buying as well as international suppliers.
• Knowledge of Bechtel accounting systems (ORACLE) and processes.
• Knowledge of cost engineering gained through experience on projects.
• Excellent written and verbal communication skills.
• Demonstrated administrative and organizational skills.
• Knowledge of standard computer applications such as Microsoft Office, Bechtel Procurement System (BPS) and Digital Supply Chain System (DSCS) software applications.
• Demonstrated ability to represent Bechtel in moderately to complex contractual discussions.
• Knowledge of construction equipment specifications.
• Prior field experience in Procurement and Contracts.

Qualifications & Skills

• Administers moderately complex purchase orders and or contracts. Broad knowledge and experience in contract administration required.
• Prior experience in contract negotiations and dispute resolution.
• Supports negotiations in the commitment of purchases, following review and approval of the proposed negotiating plan (if applicable) by the designated supervisor.
• Degree or 8 of years of experience.
• Has completed at least 1 Bechtel Leadership / Diversity & Inclusion courses (LDR3000, LDR0062, LDR0069, LDR0061, LDR3005)
