The WASH SDGS For Sustainable And Inclusive Cities Programme

SNV understands safe sanitation and hygiene services as a pre-condition for health and economic development in cities. With Indonesia’s urbanization rate at 2.3% (World Bank, 2018), a failure to invest in urban sanitation will become a barrier for almost any development in the country. Access to sanitation is a human right and governments are the duty bearers of progressive realisation of this right. With the Sustainable Development Goals (SDGs), notably SDG 6 and the 2020-2024 RPJMN, Indonesia is committed to work towards universal access to safely managed sanitation services, this means services for all and addressing the safety of the entire sanitation chain from access to safe disposal or re-use.

Through the Dutch Government funded WASH SDGs programme, SNV supports local governments in the cities of Bandar Lampung (population of 1 million), Metro (population of 160,000) in Lampung and Tasikmalaya (population of 700,000) in West Java Province in achieving sustainable and inclusive city-wide sanitation services, in line with national programmes and targets.

Our Urban Sanitation and Hygiene for Health and Development (USHHD) approach is focused on achieving sustainable and inclusive city-wide sanitation and hygiene services. To achieve this, SNV:

• Works together with local authorities in the cities of Bandar Lampung, Metro and Tasikmalaya to create an appropriate enabling policy and regulatory environment for sanitation services at the local level,
• Develops financially viable and sustainable business models also with the private sector on the collection, transport, treatment, re-use and safe disposal of human waste,
• Works with communities to increase their awareness and engagement towards safe and affordable sanitation products and services,
• Guides the different stakeholders through a process of informed choice regarding technologies, finance strategies and service delivery models, in particular for low-income groups and slum residents.

The Advisor is part of a SNV Country Organisation and works at (multiple) project level in Indonesia on development projects in WASH.

The Advisor is specialised in both governance and WASH sectors. He is responsible to provide technical insights and advisory services on regulatory and institutional aspects of sanitation at national, provincial and city level. The Advisor gives input to the Local Government, SNV colleagues and project partners in order to meet the agreed objectives and realise successful interventions. The Advisor identifies opportunities and areas for improvement, to ensure quality delivery.

Scope of work:

Within the context of the WASH SDGs programme, the purpose of the position is to implement the current action plan and adjust if needed to ensure that:

• Enabling regulatory arrangements are in place to support the LG in the 3 cities to reach their safely managed sanitation objectives in line with the city medium term development plan (RPMJ) or other planning documents (sanitation road map etc.).
• Enabling institutional arrangements are in place to optimise the operations and management of faecal sludge treatment plans. Provide advice in structuring and developing the capacity of the wastewater management.
• The governance advisor also has an advocacy role to ensure alignment between national, provincial and city-level policies, plans and targets.
• Liaise with other relevant actors that can support the achievement of the WASH SDGs targets including relevant national ministries, AKKOPSI, FORKALIM, local CSOs, private sector and media.

The governance advisor will need to coordinate with other team members including but not limited to city coordinators, technical and behavioural change advisors and field officers.

The position requires frequent travel to Bandar Lampung, Metro and Tasikmalaya (50% of the time).

This position requires an excellent level of English including reporting skills (oral and written).

Key activities (non-exhaustive)

1. Advisory Services

• To review existing studies related to the WASH SDGs program
• To review the current regulatory arrangements related to sanitation, make recommendations and support LG in finalising regulatory arrangements (perwali, academic papers etc.)
• To review existing institutional arrangements related to the faecal sludge treatment plants (IPLT) in the three cities and continue to assist the local government entities (the wastewater management agencies) to identify and implement the institutional arrangements required for the effective operation, budget management (business plans when they exist) for long term sustainability of the sanitation facilities; This includes the necessary legal basis for asset transfer within a clearly defined timeline and for the enforcement of responsible use of retribution
• To assist the LG in undertaking necessary institutional reforms by making a detailed action plan and calendar and following up on progress
• Assess the existing management capacity within the wastewater management agencies against key performance indicators.
• To develop and support implementation of capacity building plan for the wastewater management agencies which include different methods such as conventional training, peer learning, field exchanges, on the job training, etc.

2. Knowledge development:

• Contributes to internal and external knowledge development, ensures lessons learned are shared and applied in daily practice and may be appointed as (national) focal point of an expertise network.
• Initiates/ coordinates the review process and evaluation of advisory services in order to collect lessons learned, proposes corrective measures and ensures identification of follow up assignments. Participates in knowledge development/expertise groups and in internal and external networks.

3. Project and process development

• Identifies and proposes technical process improvements to the project team. Acts on improvement areas within the local internal organisation and processes and gives feedback. Ensures lessons learned are applied in daily practice.

4. People management

• Steers (functionally) colleagues and coaches associated partners/ external stakeholders on quality within the context of assignments. Acts as a technical expert in the content area, applies process improvements in projects and coaches colleagues and associated partners both professionally as operationally on quality of context within projects.

5. Positioning

• Identifies and analyses market opportunities and threats and ensures relevant colleagues are informed. Actively participates in strategic positioning meetings and acts as a knowledgeable face of the SNV organisation to other stakeholders.
• Analyses, understands and develops (local) networks with relevant stakeholders, identifies new partners

6. Business development

• Builds, maintains and utilises relationships with relevant stakeholders, represents SNV and identifies opportunities for Business Development policies and procedures
• Initiates assignments on a local/(sub)national level, supports proposals and develops technical processes during the inception phase of projects.

• At least 10 years relevant professional experience as governance, regulatory or institutional expert
• Advanced degree in related field (law, political science, public health, engineering)
• Experience working with the private sector as well as NGOs or consultancy firms on donor funded projects.
• Excellent communication skills oral and written to prepare reports and documentation on work implementation
• Fluent in Indonesian and excellent level of English (written and oral)
• Be a good team player, able to work constructively with colleagues

Contract Duration: : Starting as soon as possible until December 31st, 2022. There will be a possibility of extension in 2023 depending on funding.
