Context:
Established in 1951, the International Organization for Migration (IOM) is the leading
inter-governmental organization in the field of migration and works closely with governmental,
intergovernmental and non-governmental partners. Alongside a strong humanitarian mandate,
IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing service and advice to governments and migrants.
IOM has been operational in Indonesia for more than 40 years, working on a wide range of
activities in partnership with the Government of Indonesia, civil society, private sector actors,
migrants and communities. IOM Indonesia is engaged in several thematic areas, including:
Refugee Care, Counter Trafficking and Labour Migration and Human Development (CT/LMHD),
Disasters, Climate and Resilience (DCR), Immigration and Border Management (IBM), Migration
Health, and Resettlement and Voluntary Returns.
The IOM Disaster, Climate and Resilience (DCR) Unit in Indonesia holds a priority commitment
to disaster preparedness and emergency response, while ensuring a comprehensive, integrated
approach to new drivers of displacement and community instability. Initiatives will also focus on
building resilience as a framework for promoting sustainable solutions to disaster impacts and
the emerging drivers of displacement. The DCR Unit works alongside and contributes to
strengthening the capacity of government partners and counterparts at the national and
sub-national levels, and activities contribute to IOM’s programme of assistance to refugees in
Indonesia. In the context of the COVID-19 pandemic, key elements of the Strategic Response
and Recovery Plan (SRRP) will fall under responsibility of the DRC programming Unit
Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the
Senior Resources Management Officer (SRMO) and other relevant units, the successful
candidate will be responsible and accountable for overseeing the management, coordination,
implementation and monitoring of IOM Indonesia’s programming related to Disaster, Climate
and Resilience (DCR). The role will include inputs to targeted policy development, liaison and
technical cooperation with government, community members and civil society. Efforts will also
include strengthening Country Office (CO) focus and capacities on factors of displacement,
including forward-looking work on climate impacts and risk reduction, but also on integrating
institutional guidance, humanitarian standards and best practices across partnerships and
programmes. S/he will prioritize actions within the context of the current global health pandemic.
Core Functions / Responsibilities:
1. Manage, coordinate and ensure timely and successful implementation of relevant projects,
including workplan and budget monitoring, as well as comprehensive programme and financial
reporting in line with IOM guidelines, timelines and donor reporting requirements.
2. In close coordination with the CoM and regional Department of Operation and Emergency
(DOE) Thematic Specialists, lead initial IOM disaster response deployments and early
interventions in the event of requests from national counterparts and identified disaster and
displacement needs, ensuring focus on core programming areas such as camp coordination
and camp management needs, displacement tracking matrix and data provision, the
Humanitarian–Development–Peace Nexus (HDPN), recovery and transition initiatives.
3. In the local context, develop and support the core thematic elements of the DCR portfolio;
assist the CoM in strategy formulation and programme development working in close
coordination with relevant units in the CO, Department of Operation and Emergency (DOE) and
Migration, Environment and Climate Change (MECC) counterparts at regional and global levels
as required.
4. Assist the CoM in the development and strengthening of the CO’s emergency preparedness
measures, working as required in close collaboration with national government counterparts and
focusing on disaster risk reduction (DRR) measures and programmatic initiatives.
5. Develop and supervise DCR project staff and team members, and provide close oversight of
related activities and resource requirements, ensuring compliance with core institutional
guidance and administrative procedures.
6. Establish and sustain effective early warning measures within the IOM CO, providing active
monitoring of disaster events in Indonesia through relevant counterparts and ensuring an
appropriate level of information and readiness working in close collaboration with IOM
sub-offices and field offices across the archipelago.
7. Through close inter-unit collaboration, integrate humanitarian principles and core institutional
guidance (DOE) across key areas of programming in the CO, including preparedness and
support for refugee disembarkations, protection and assistance; improve contributions to related
thematic areas such as social protection and vulnerability analysis and mapping.
8. Promote and strengthen partnerships, and provide policy advice and technical assistance, to
IOM’s counterparts; work with various ministries, departments and agencies of the government
of Indonesia including through promotion of technical working groups that will strengthen
displacement management capacities in Indonesia and implementation of core mandate areas
related to Camp Coordination and Camp Management, as well as Displacement Tracking Matrix
(DTM)-related requirements.
9. Undertake regular field visits and monitoring to project sites for quality control and to ensure
programme activities are on track, to provide technical guidance and recommendations for the
adaptation of project activities toward effective, efficient achievement of project goals.
10. Working in close conjunction with the Migration Health Unit and institutional resources,
consider and facilitate as necessary the public health, safety and wellness dimensions of the
COVID-19 pandemic throughout all programme activities, events and operational undertakings;
explore and pursue COVID-19 and related DCR funding windows and programme development
opportunities.
11. In close coordination with CoM and the Programme Support Unit, regularly assess needs
and opportunities, and assist in developing DCR-related Appeal documents to facilitate donor
outreach and CO planning; explore and pursue an improved evidence base and research
initiatives to support DCR programming needs.
12. Represent IOM in meetings, working groups and consultations within the humanitarian
community, disaster response and DCR thematic areas. Establish and maintain contacts and
strong partnership with relevant national and provincial government entities, United Nations
(UN) agencies, non-governmental organizations, civil society, implementing partners and
donors. These include relevant technical working groups of United Nations Country Team
(UNCT), and Results Groups of the United Nations Sustainable Development Cooperation
Framework 2021-2025 (UNSDCF), as well as relevant sector working groups of the COVID-19
Multi-Sectoral Response Plan.
13. Work closely with the CO’s Senior Programme Coordinator (Refugee Care) to produce a set
of refugee accommodation standards in line with international best practice using existing
in-mission resources and international humanitarian guidelines.
14. Using the above accommodation standards, work closely with the Senior Programme
Coordinator to assess and monitor the approximately 85 accommodations currently managed by
IOM with a view to ensuring consistency in service provision across all locations hosting
refugees.
15. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Management, or a related field, from an accredited academic institution with minimum of five
years of relevant professional experiences; or
Experience
environments, preferably with some regional experience (Asia and the Pacific) in the context of
Disaster, Climate and Resilience (DCR);
and displacement drivers within the context of Disaster, Climate and Resilience-building (DCR)
events and initiatives;
diplomatic authorities, and international institutions;
Inter-Agency Standing Committee of UN and non-UN humanitarian partners;
including staff training and development initiatives;
methodologies, and operational strategies; Familiarity with administration and financial matters.
Skills
example accreditation through Professionals in Humanitarian Assistance and Protection (PHAP)
or related processes.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French,
Spanish, Arabic, Russian or Chinese).

Fluency in Indonesian is an advantage.
